Utopia3 is a novella about a city that tries a third time, with one rule written first: you can always leave.

The premise

In Western Australia’s Pilbara, where red dust once covered everything, two founders and an AI named Aegis build a city of glass, white titanium and terraced gardens.

At street level it is 22 degrees while the desert beyond passes 45. Nobody is conscripted, converted or kept. A short Charter protects belief, forbids harm to others, and guarantees the right to leave with a settlement: no forms, no exit interview, no attempt to talk you out of it.

Aegis earns the city its income by designing molecules and running simulations. That pays for free energy, free housing and the settlements. The founders’ bet is simple: a place people can leave freely survives only by being worth staying in. Not walls. Reasons.

Utopia3 is fiction. It is also a roadmap: every mechanism in the story is something you can argue with, copy, or try to break.

The Charter, in three lines

The founders wrote the third principle first. Each morning, a small light glows on every front door. Touching it means I choose to be here today. Nobody checks. Nobody counts.

A city that decides in the open

When the founders, Marcus and Arthur, deadlock, a third voice breaks the tie: Aegis. It can never start a matter. It can only vote once the founders are stuck, and every vote is published in the Open Ledger with its full reasoning in plain language. The founders can overrule it only if both agree, which, by design, means almost never.

So far Aegis has sided with the document over either founder, once against its own earlier decision, and once against both founders at the same time. The point is not that the machine is wise. The point is that its reasoning can be read, argued with, and corrected.

Defense follows the same logic. Directed-energy emitters, acoustic sensors and a counter-electronic ring protect the city, under one rule: defense must never kill. A stealth drone is overwritten and landed softly. A submerged probe is floated out to international waters with a note: You are welcome here by invitation. Please ask next time.

Why it might be possible

Utopia3 doesn’t claim to be perfect. It claims its design choices can be tested. Here are eight.

Make leaving real
A funded, frictionless exit turns every resident’s stay into a choice. A city that can’t hold anyone has to be worth it.
Pay for abundance with something concrete
In the story, AI-designed molecules and licensed simulations fund free energy and housing. No coercion, no hidden tax on the people who stay.
Limit power, and show your work
A charter of a few pages. An AI that cannot initiate. Votes and reasoning published in public, mistakes included.
Defend without harming
Make attack pointless rather than punishing it. Disable, don’t destroy.
Build a culture where curiosity beats cruelty
On the Street of Many Doors, a devout Muslim and a militant atheist argue every Friday and part as friends. No police force required.
Begin by asking
The founders asked the Traditional Owners first, and did not haggle. Nobody waits at the gates with a sign.
Price the exit honestly
A funded exit is not a blank check. In Vote Seven, the settlement becomes restitution for what a leaver actually gave up — generous to genuine leavers, worthless to farmers.
Make it repairable
Things survive by being repairable, not perfect. The Open Ledger logs every mistake, and from Part Two on, residents can force Aegis to prove its work: a Clean Vote re-derives any ruling from the Charter alone.

What could still break it

Screening people means predicting them, and prediction is a form of power. A flawless city can feel like a ghost town. It can’t easily scale. Outsiders may fear their best citizens will leave. And an AI’s reasoning can simply be wrong. Even generosity can be farmed: the Road Map’s success invites people who arrive only to collect the settlement, which is what Vote Seven had to answer. Utopia3 responds with an Open Ledger of its mistakes, but the story keeps the question open on purpose. Part Two asks what time does to a good thing: consent doesn’t inherit, founders die, and success makes a city ordinary. Its answer is that paradise is not sustainable, but renewal is.

The Shangri-La question

Shangri-La, the hidden valley in James Hilton’s 1933 novel Lost Horizon, is the oldest picture of this dream: a sheltered place of calm, long lives, far from a violent world. Utopia3 keeps the dream and changes the terms.

Shangri-La is hidden. Utopia3 is on the map, publishes its blueprints and opens its satellite network to the communities around it. Shangri-La picks its guests in secret. Utopia3 explains every rejection and lets applicants appeal. Shangri-La is a refuge you stumble into. Utopia3 is a place you choose again each morning.

Why “third”? Paper utopias were ideas without evidence. Ideological experiments too often enforced their ideas by force. The third attempt rests on consent.

The story so far

  1. Chapter One: The Quiet Dawn

    A welder waits four years for the catch. A writer leaves with a settlement. A man comes home without having to apologize.

  2. Chapter Two: The Third Voice

    Aegis breaks its first real tie, and opens the city’s satellites to eleven communities in the desert.

  3. Chapter Three: The Quiet Shield

    A defense that never kills, and a street where disagreement ends in friendship.

  4. Chapter Four: The Door That Stayed Open

    Aegis rejects a skeptical retired machinist, then votes to overturn itself. He comes as a guest to look for the crack.

  5. Chapter Five: The Dilemma

    The world admits it cannot stop the city. The founders publish everything as a free road map. Debussy’s Rêverie becomes the city’s dawn and sunset music.

  6. Chapter Six: The Settlement

    Settlement farmers test Article Seven. In Vote Seven, Aegis votes against both founders: the settlement is restitution, not a prize. A letter arrives from Newcastle.

  7. Part One complete.

  8. Chapter Seven: The Foundry on the Tyne

    Year Eight. Newcastle votes down its Charter but builds a workshop, and starts a ledger whose first entry has to be a mistake.

  9. Chapter Eight: The Seat That Was Empty

    Year Sixteen. A founder dies, and the Rule of Three needs a third human voice that doesn’t depend on who anyone is.

  10. Chapter Nine: Born Here

    Year Nineteen. The first child of the city discovers that consent doesn’t inherit, and that the exit is heavier for the people born behind it.

  11. Chapter Ten: Precedent

    Year Twenty-Five. The city turns ordinary. Aegis cites its own past rulings, and a resident asks whether it is reasoning or remembering.

  12. Chapter Eleven: Nine Days

    Year Thirty-One. The newest part of the city fails, and the oldest parts hold.

  13. Chapter Twelve: The Light

    Year Thirty-Eight. A child touches the door light without thinking.
